I don't claim to know for certain about anyone's motivation for  
anything, but the logical assumption is that lifeguards are trying to  
protect the tourism figures for their beaches. In the words of great  
white shark researcher Ralph Collier, they don't want people thinking  
about sharks when they go to the beach.
