  This was my question to Kevin...  WHY? would there be a conspiracy?  If I were a lifeguard, I think I would love the few days of peace I would get by closing down the beaches due to a shark threat.  They still have to sit in their towers regardless of the number of people on the beach right?  Or do LG's get some sort of per capita percentage on each beach goer?

Look, I have no dogshark in this fight, because big hostile fish are
unlikely to turn up in the whitewater rivers I paddle.

But to answer your question, I advise the methodology recommended by
Deep Throat to Woodward and Bernstein: "Follow the money". If there's
a plausible way for action/inaction to support profit, then that may
be the motivating factor. If not, then maybe it's just garden-variety
ignorance and incompetence.
