There's no doubt that any tourist destination has economic motivation
to minimize the severity of any problem they might face, whether it's
avalanches or bandits or traffic or pollution or whatever.
So it's plausible. But plausibility isn't proof, and proof (not just
circumstantial evidence) can be tough to come by, especially when
bureacracies are involved, because there's often so much ineptness
involved that it's difficult to separate that from deliberate (in)action.

p.s. Yes, I tried to read your site. But the combination of confusing
layout, broken formatting, and gratuitous scripting was enough to get me
to move on in thirty seconds. If you actually want people to read your
site, then use the simplest possible HTML-only formatting and organize the
links consistently -- you've got some in the headers, some down the left
side, some in their own panels, some sharing panels, etc. And lose the
forced layout that presumes everyone's browser window is the same size
and that everyone's fonts are the same size. And so on.
