Your note reminded me of the time I used to practice my  rolls and rescues on 
an estuary en Veracruz, and there was very bad weather  and nobody around. I 
drifted to a bend in L shape with long channel in both  directions and saw 
nobody. 
As  I was under, on one side of the kayak inflating my paddlefloat for a 
reentry  and roll, a pair of fishermen in a motor boat saw the kayak upside down 
and  came to see. As they approached unnoticed from the long distance I 
finished  inflating, entered the cockpit under the water and did my  roll. 
It  was at the same instant that I was emerging to the surface that one 
fisherman  was leaning to pick up one side of the boat, to turn it over. I never 
knew if  his intentions was to rescue somebody or to claim the boat as 
abandoned.  Nobody goes here to the Coast Guard to return an abandoned boat.   
Anyway,  his surprise and my surprise were extreme. We both screamed under 
the  unexpected sudden view. The first thing I saw coming up was   
the  face of a person at close distance with big open surprised eyes, 
shouting  something. He must have felt that suddenly a strange creature was coming 
from  underwater to get him.  
After  few seconds he asked me if I was OK and needed help, and I said that I 
was  only practicing. So they left silently. He must have remembered that day 
for  some time.

As a  footnote to Marks Pig Town trip report.
 

 
This  morning I called the Newport Beach Harbor Patrol to inquire about the 
Zodiac I  found on last nights Hot Dog paddle.  The Zodiac with outboard was  
floating unanchored offshore. I called the Coast Guard and they said they  
would call the Harbor Patrol.  According to Sally at the Harbor Patrol,  there was 
no log of any incidents like I described.  There was no sight  of the boat on 
the return paddle so who knows what  happened.
